224-Hour Economy: “1-3-3” Employment Model Already Being Piloted – Chief Programme Officer
The Chief Programme Officer of the 24-hour Economy and Accelerated Export Development Secretariat says the 24-hour economy 1-3-3 model is already under pilot. Abdul-Nasser Suglo Alidu said some workplaces have started using the employment model under the government’s flagship policy.
Which Workplaces Are Piloting the Model?
According to Mr Alidu, some fuel stations and firms in the Association of Ghana Industries (AGI) have begun using the model. They provide jobs through a shift system.
He gave these figures:
- About 11 state enterprises in the government sector run multi-shift systems.
- Meanwhile, about 268 fuel stations in the petroleum sector are piloting multi-shift work.
- In addition, about 33 AGI member companies have confirmed they are running it.
These figures come from Mr Alidu. However, the report does not say whether anyone has independently checked them.
Response to Critics
Mr Alidu spoke on Joy FM’s Top Story. He said the pilot shows that the employment part of the 24-hour economy programme is underway. He was responding to former Vice-President Dr Mahamudu Bawumia. Dr Bawumia accused the National Democratic Congress (NDC) government of failing to deliver on its promises under the policy.
“We have a lot of people characterising the 24-hour economy as just being about 1-3-3, and then go ahead to say every company is not operating 1-3-3 and because of that, it has failed. If you think of it as 1-3-3 businesses operating multi-shift, that is happening, so anybody who says that is not happening is being very disingenuous,” he said.
Alidu: Pilot Is Evidence the System Works
Mr Alidu maintained that participating businesses have started adopting the arrangement. Moreover, he described the pilot as evidence that the system works.
“So if anybody says that is not happening, they are not looking at it,” he said.
Furthermore, he said he was surprised by Dr Bawumia’s comments. He described him as an economist who “absolutely knows better.”
“A lot of people are trying to characterise the 24-hour economy as just being about 1-3-3, and then we go ahead to try to say, well, it’s 1-3-3; we are not seeing it. Every company is not operating 1-3-3, and because of that, it has failed. No,” he said.
