Felix Kwakye Ofosu: Public Communication Is Not Separate From Development — It Is Part of Development
Speech Delivered by Deputy Presidential Spokesperson Shamima Muslim at GRASAG-UG 2026 Summit, University of Ghana
Minister of State in Charge of Government Communications Hon. Felix Kwakye Ofosu has declared that public communication is not separate from development but is part of development itself. Deputy Presidential Spokesperson Shamima Muslim delivered his speech on Wednesday, August 19, 2026, at the Centre for Biodiversity Conservation Research at the University of Ghana.
The occasion was the GRASAG-UG 2026 Summit and Official Launch of the 33rd GRASAG-UG Week Celebration. The theme was “Public Communication, Innovation and Youth Participation in Ghana’s 24-Hour Economy.”
Public Communication Connects Policy to the People
Hon. Felix Kwakye Ofosu stressed that public communication is one of the most important tools of governance at the GRASAG-UG Summit 2026. He said communication is not simply about speaking to the people but also about listening to them. Furthermore, he noted that when communication is clear, citizens are better informed and better able to participate in national development.
He warned that when communication is weak, misinformation grows and even well-intended policies may be misunderstood. Therefore, he described public communication as a development instrument that connects national vision to citizen action.
Innovation and Graduate Students in Ghana’s 24-Hour Economy
Hon. Kwakye Ofosu challenged graduate students to move from knowledge acquisition to knowledge application at the GRASAG-UG Summit. He said innovation goes beyond technology and is about finding better ways of solving problems across transportation, health, education, banking, agriculture, and digital services. Moreover, he urged students to ask practical questions such as what problem their research solves and what policy gap their work addresses.
He reminded participants that graduate education must help students translate knowledge into public value, enterprise development, and national progress. In addition, he said Ghana’s 24-hour economy will require innovation across almost every sector.
Shamima Muslim Delivers Youth Participation Call on Behalf of Kwakye Ofosu
Deputy Presidential Spokesperson Shamima Muslim delivered Hon. Kwakye Ofosu’s full address at the GRASAG-UG 2026 Summit. On his behalf, she called on young people to participate with responsibility and prepare themselves to contribute meaningfully to national conversations.
She said true youth participation requires preparation, discipline, knowledge, and a willingness to contribute solutions beyond social media commentary. She left graduate students with three key messages: communicate with purpose, innovate with relevance, and participate with responsibility.
She concluded by urging students to position themselves not as spectators but as active contributors to Ghana’s 24-hour economy transformation.
