Ghana Trains Chiefs Registrars to Strengthen Justice in Traditional Governance

Ghana’s Ministry of Local Government, Chieftaincy and Religious Affairs has opened a two-day capacity-building workshop for Registrars and Human Resource Managers of the National and Regional Houses of Chiefs. The workshop focuses on improving judicial administration, HR management, and traditional governance. It is being held at the Institute of Local Government Studies in Madina. Deputy Minister Rita Naa Odoley Sowah (MP) officially opened the event.

Why Ghana Traditional Governance Registrars Need This Training

Madam Sowah described Registrars as the administrative backbone of the Regional Houses of Chiefs. She said their work ensures chieftaincy matters are handled in line with law and procedure. The training covers judicial administration skills including filing of petitions, record-keeping, and handling exhibits. It also covers HR processes such as promotions, salary administration, and leave management. She stressed the need to balance public service rules with customary expectations.

Salary Harmonisation and Promotion Delays Addressed

Dr. Evans Aggrey-Darko, Head of the Civil Service, announced that government is pursuing salary harmonisation for Counsel to the Regional Houses of Chiefs. A formal request has been submitted to the Fair Wages and Salaries Commission. He also addressed promotion delays for some Registrars who qualified in 2025. He attributed the delays to HRMIS vacancy input issues and assured that the matter is receiving urgent attention.

Call for Professionalism in Traditional Governance

Chief Director Alhaji Amin Abdul-Rahaman said the effectiveness of Houses of Chiefs depends largely on quality administrative support. He noted that participants will be trained on the legal framework of chieftaincy, records management, leadership, and institutional governance. Both Madam Sowah and Dr. Aggrey-Darko urged participants to engage actively and apply practical solutions to improve service delivery in Ghana’s traditional governance structures.
